This is the final chapter of the story, so in order to access Makai and the Lunar Capital, you need to have at least completed the base game. You'll gain a greater understanding of this story if you own DLC1. Completing DLC1 before accessing this DLC's content will give you the best experience, but not having DLC1 isn't an issue, of course! The mysterious location which has only appeared once in official manga—the Lunar Capital, and the stories of the residents which reside on it. The infamous location which even ZUN pretends to not exist, and has also made only one appearance—Makai, and the stories of the residents therein.
