Before transformation, all souls are held in a designated area known as The Wait. This space is subdivided into three distinct zones—The Wait: Fire, The Wait: Ice, and the Blood Hall—each influencing the eventual form of the souls as they are processed. As Hell’s Governor, you will strategically harness and utilize four primary resources—Blood, Waste, Cries, and Fears—to keep your city functioning and expand your dark domain.
