Galactic Civilizations IV: Federations & Empires is the largest governance overhaul in the history of the series. The expansion adds four new forms of government to Galactic Civilizations IV, each running on its own user interface with its own resources, ships, and political mechanics, and each giving you a different way to play.

Four Governments, Four Different Games

Each government in Federations & Empires has its own gameplay loop. Running a Technocracy with its Optimization Grid plays nothing like running an Empire with its Imperial Decrees. The Councilors in Oligarchy make different demands than the partner worlds of a Federation. The form of government you choose shapes how you play.

Oligarchy splits power across three Councilors who manage Commerce, Industry, and Governance. Market forces shape the destiny of your civilization, and you focus on investments, equities, and political favors.

Technocracy replaces policies with a continuous Optimization Grid. Run simulations to preview outcomes. Construct massive optimizers and send them to your worlds to execute your instructions.

Empire scales Imperial Decrees with the size of your domain. Manage your vassals, put down rebellions, and extract everything you can from them to empower the homeworld.

Federation is the apex civilian government. Build consensus with your worlds, and the reward is partner worlds that are greater than the sum of their parts.

Each government uses different screens, different resources, different ships, and different strategies.

Politics That Pushes Back

Federations & Empires introduces four political parties: Militarists, Traditionalists, Progressives and Industrialists. Their influence rises and falls based on what is happening in your empire. Parties make demands, form coalitions, and put pressure on which policies you can pass.

Elections, coups, popular revolutions, and secession crises are driven by game state, not random rolls. Run an Autocracy badly enough and the people rise up. Let your military faction grow too strong during an unpopular war and your general may seize power. The player always has a meaningful choice in the resolution.
